Taoyuan International Airport has 2 terminals which are connected by Skytrain service and soon will be 3 terminals. The MRT shuttle is free between Terminal 1 and Terminal 2.

The best way from Taoyuan Airport to Ximending is by MRT. You will have to buy an Easy Card and top up and you can use in Taipei and Taiwan.

Kuo-Kuang Bus 1819 (24 Hours available)
There bus 1819 is available 24 hours going from Taoyuan Airport to Ximending. The bus ticket costs 140 TWD which is $4 USD and it will take 50 kilometers minutes. You can use the Easy Card and remember that every time you use the Easycard in Taipei you will save 15-20% of the ticket.
West Bus 1961
West Bus 1961 is the cheapest way to get from Taoyuan Airport to Ximending costs only cost $3-4 USD which is 100 TWD. West Bus 1961 schedule is from 6 am until 1 am and it will take around 1 hour.
High-Speed Train THSR From Taipei Taoyuan Airport to Ximending
You will have to get Ubus No. 705 to THSR Taoyuan Station it will take 25 minutes and it will cost 30 TWD. If you prefer to take the MRT from Taoyuan to airport to Taoyuan THSR it will take 10 minutes and it will cost 35 TWD.
