The best way from Ho Chi Minh airport to city center is by Grab if I’m coming from Ho Chi Minh airport with a suitcase and I’m traveling with someone to share the fare. If I’m traveling alone I would choose by local bus from Ho Chi Minh airport to Ho Chi Minh city center for less than a dollar.
