The best and fastest way from Podgorica airport to city is by train. The travel time will take only 7 minutes The train fare is €1.20 in second class and €2 first class. Check here their website for more information!
You will have to walk 1 kilometer to reach the Aerodrom Podgorica train station (check the exact location in Google Maps) from the airport around 10-15 minutes crossing the park and turning on the left where you will see the train.
Once in the train station in Podgorica you can reach 1-minute walking distance the Bus Station and go to Kotor which is 2 hours by bus and €7. The buses from Podgorica Bus Station start around 9 30 until 10 30 pm every 1-2 hours.
BUS FROM PODGORICA AIRPORT TO KOTOR
If you want to get from Podgorica to Kotor by bus. You will have to reach Podgorica’s main Bus Station (check the exact location in Google Maps) you can do by train plus walking €1 or by taxi from Podgorica airport €12. The buses from Podgorica Bus Station are starting around 9 30 until 10 30 pm every 1-2 hours.
Once in Podgorica Bus Station, you can go to Kotora and the travel time is 2 hours. The bus fare from Podgorica to Kotor is around €7. So taxi plus a local bus from Podgorica to Kotor is €19 and the total travel time will be around 2 hours and 30 minutes.
If you do a local train from the airport plus a local bus the price will be only €8. Kotor Bus Station is located downtown and you can go within walking distance 10 minutes to most of the places depending where you are staying in Kotor.

I paid only 60 euros for a private transfer from Podgorica to Kotor with a new E class Mercedes. A taxi is more expensive and not so convenient.
