The buses are leaving at the Arrivals Hall on the right side walking 200 meters at Tbilisi airport you will see them easily with Blue Color. You can buy the bus ticket inside the ticket machine in the bus but there is no change (only coins accepted).
The final stop of the bus from Tbilisi airport to city is Freedom Square where you can go walking distance to Tbilisi Train Station and most of the places of accommodation in city center. You can also get M1 at Liberty Square Metro Station.
